Before working with We Say-We Do, Amadou was a Developer Engineer at PCCI DAKAR from 2012 to 2016. He was part of the team of Conception and Development of applications for the needs of production and administrative staff; the Automatization of the daily tasks of production; Optimization of the Call Center platform specific to the PCCI group; and the System administration and databases.

During this period, he travelled the sub-region for the coordination and supervision of installations at the remote sites.

He also worked as an expatriate with PCCI GUINEA CONAKRY for a period of 4 years to design the functional architectures of telephony with MTN & ORANGE GUINEA and coordinated the deployment and integration of information systems.

Amadou is a proven expert in:

Elhadji has more than ten years of experience as a freelancer in offshore IT (web/mobile development and graphic design). He has developed multiple software packages and websites and was involved in the development of several web platforms including Dobiza, or business products (Ipad apps) of Philip Morris International. Elhadji has developed for Frenchidrone a large networking platform for drone operators in France, with an integrated dematerialization system and a powerful e-learning integrated module (with an integration of Google Storage & Google Transcoder services). He is an integrator and advanced developer of WordPress with as an example the site of Kirene in which he participated as a theme builder in the last redesign. Elhadji is a trainer in web technologies and graphic design (at IPG). He also worked in the production of puzzle games including "ManaKane" of which he is the author. Elhadji is also a specialist in m/e-health, most notably he developed the mInfoSanté platform of the Ministry of Health and Social Action of Senegal.

Aminata is a very creative and ambitious entrepreneur. She worked in the public sector in France where she was a communication assistant at the DIRPJJ (Department of Justice) and then worked as a sanitary inspector at the DDPP (Department of Agriculture). At the beginning of 2020, she decided to focus on the creation of an African cosmetic company. After having worked on her project with several institutions dedicated to business creation and having exchanged with many professionals in the industry, she decided to move in Senegal in June 2021 to create « Taar Zakweli Cosmetics ». A new company specialized in hair cosmetics production and « kaay book event » which is an event and cultural concept. Before joining WeSayWeDo, Aminata was also a project manager for a Senegalese communication and events agency.

Passionate about digital communication as this is key to personal and professional development. In pursuit of her career in communications management, Geneviève has worked works with firms in the UK and Russia. However, at the end of her studies in Russia, and having developed the urge to make a difference, she settled down in Senegal, her home country where she established, working with a local company the niche in using digital technologies, to help the youth and women overcome communication and social challenges while leveraging on equal opportunities. Prior to joining WeSayWeDo, Genevieve has participated and contributed generously to various local campaigns geared towards narrowing the digital divide.

Before joining WeSayWeDo, Amadou worked with Meetings Group as their customer relations manager. He was the head of statistical planning at Phone Group and while working with Premium Center Contact International (PCCI) group, he took on several roles which included the Sales Manager, Production Manager, and Project Manager roles. During these missions, Amadou participated in among other things, the first outsourcing of the Sonatel group's customer service and the management of the implementation of the OAP PCCI ORANGE France Premium project, entrusted with ensuring that necessary resources and tools are available to the project teams to deliver on the project efficiently and consistently. Amadou possesses excellent functional skills in

Prior to working with We Say-We DO, Obiora was Head of Practice at Zest Engineering & Consulting. He was coordinating and managing the delivery of technical, consulting, project management services and customized training services associated with communication systems and associated utilities. He provides professional, regulatory and business representation including industrial analysis and regulatory support for clients.
Between May 2007 and April 2012, Obiora was the Regional Transmission & Regulatory Support Engineer for Zoom Mobile, Nigeria. He planned, implemented, and sustained transmission network solutions in satisfying backhauling, access, connectivity upgrade and expansion requirements.
Obiora initiated, participated, and provided technical support for the standing regional committee on business growth comprising of sales and customer support personnel.
Other Engagements:
  • 2014-present: Member, Technical Advisory Committee of the Ministry of Communications and Digital Economy of Nigeria on ITU-R affairs.
  • 2016-2019: National coordinator on general issues agenda items for ITU’s WRC-19.
  • Delegate of Nigeria to ITU’s WRC-15, WRC-19 and the associated ATU Prep meetings
  • 2017-present: Radiocommunication Expert Group, ATU.

Avant de fonder We Say-We Do, Abdou était Directeur Afrique du cabinet international «Access Partnership » pendant plus de 6 ans. Avant de rejoindre ce groupe anglo-américain, il était fondateur et directeur général de « Primum Africa Consulting » qui a fusionné avec Access Partnership en 2015. Auparavant, il avait déjà acquis une expérience de consultant international en collaborant avec le ministère français des Affaires étrangères, des organisations non gouvernementales telles que l’Institut de recherche juridique au Mexique, l’Institut international pour la démocratie et l’assistance électorale (IDEA) en Afrique du Sud, l’Institut Panos Afrique de l’Ouest (IPAO) et West Africa Democrarcy Radio à Dakar. Il a également été chroniqueur à Radio France Internationale, à Paris.

Abdou est un expert réputé qui conseille ses clients dans un large éventail de secteurs, y compris dans les stratégies de communication, la réglementation d’Internet, les télécommunications, le pétrole et le gaz. Il est membre de l’Union africaine des télécommunications (UAT) et de l’Union internationale des télécommunications (UIT). Il s’est spécialisé dans la réglementation des technologies spatiales et a accompagné des opérateurs satellitaires américains dans le cycle des conférences mondiales des radiocommunications de 2015 (Genève) et 2019 (Charm El Cheikh).

Mr. Khalilou Niane worked within the Regulatory Authority of Telecommunications and Posts (ARTP) of Senegal, from October 2005 to June 2020. He successively held the positions of:

  •  Head of Engineering and Spectrum Planning Department in charge of the coordination and notification of space and terrestrial services
  • Head of Radio Network Management Department;
  • Head of Universal Service Technical Studies Department;
  • Head of Frequency Management Department;
  • Head of Engineering and Planning Department in charge of the coordination and notification of space and terrestrial services;
  • Rapporteur of the National Committee for the Transition from Analogue to Digital Television;
  • Head of the Technical Control and Inspection Department;
  • Director of Radiocommunications until June 2020.
As a Senegal delegate, he participated in several cycles of the WRC. He has an thorough knowledge of the radio regulations of the International Telecommunication Union (ITU).
