Mr. Khalilou Niane worked within the Regulatory Authority of Telecommunications and
Posts (ARTP) of Senegal, from October 2005 to June 2020.
He successively held the positions of:

  •  Head of Engineering and Spectrum Planning Department in charge of the coordination and notification of space and terrestrial services
  • Head of Radio Network Management Department;
  • Head of Universal Service Technical Studies Department;
  • Head of Frequency Management Department;
  • Head of Engineering and Planning Department in charge of the coordination and notification of space and terrestrial services;
  • Rapporteur of the National Committee for the Transition from Analogue to Digital
    Television;
  • Head of the Technical Control and Inspection Department;
  • Director of Radiocommunications until June 2020.

As a Senegal delegate, he participated in several cycles of the WRC. He has an thorough knowledge of the radio regulations of the International Telecommunication Union (ITU).

Prior to founding We Say-We Do , Abdou was Director for Africa of the international firm  Access Partnership for more than 6 years. Before joining this Anglo-American consultancy firm, he was founder and managing director of Primum Africa Consulting which merged with Access Partnership in 2015.

Previously, he had already gained experience as an international consultant by collaborating with the French Ministry of Foreign Affairs in Paris, non-governmental organizations such as the Legal Research Institute in Mexico, the International Institute for Democracy and Electoral Assistance (IDEA) in South Africa, the Panos Institute West Africa (PIWA) and West Africa Democracy Radio (WADR) in Dakar. He was also a columnist at Radio France Internationale in Paris. Abdou is a renowned expert who advises clients in a wide range of sectors, including communication strategies, Internet governance, telecommunications, oil and gas.

He is a member of the African Telecommunication Union (ATU) and the International​ Telecommunication Union (ITU). He specializes in the regulation of space technologies and accompanied American satellite operators in the cycle of World Radiocommunication Conferences of 2015 (Geneva) and 2019 (Sharm El Sheikh). He is also a Senegal Delegate in International Telecommunication Meetings (Ecowas, ATU, WRC, PP).

Abdou has privileged access to decision-makers in Africa.

Prior to working with We Say-We DO, Obiora was Head of Practice at Zest Engineering & Consulting. He was coordinating and managing the delivery of technical, consulting, project management services and customized training services associated with communication systems and associated utilities. He provides professional, regulatory and business representation including industrial analysis and regulatory support for clients.
Between May 2007 and April 2012, Obiora was the Regional Transmission & Regulatory Support Engineer for Zoom Mobile, Nigeria. He planned, implemented, and sustained transmission network solutions in satisfying backhauling, access, connectivity upgrade and expansion requirements.
Obiora initiated, participated, and provided technical support for the standing regional committee on business growth comprising of sales and customer support personnel.
Other Engagements:

  • 2014-present: Member, Technical Advisory Committee of the Ministry of Communications and Digital Economy of Nigeria on ITU-R affairs.
  • 2016-2019: National coordinator on general issues agenda items for ITU’s WRC-19.
  • Delegate of Nigeria to ITU’s WRC-15, WRC-19 and the associated ATU Prep meetings
  • 2017-present: Radiocommunication Expert Group, ATU.
  • 2016-2018: Advisor to President, Nigerian Society of Engineers on ICT.
  • 2016-2018: Vice- Chairman, Private Sector Working Party, Forum for Telecom Regulation and Partnership in Africa.

Mountaga has fifteen years experience in the technology and telecom sector. From computer software and services to new media.
Before joining We Say-We Do, he launched DIGITAL 24, in January 2016. A multimedia platform dedicated to digital. An evolution of the online media ITmag he co-founded in 2009, as the first technology monitoring portal in Senegal. ITmag was awarded the “Best ICT Content / Publication 2016” at the Jambar Tech Awards.
Mountaga also worked as a media and social media analyst for the European Union Election Observation Mission for the 2012 and 2019 presidential elections in Senegal.
He teaches New Media in institutes such as the Senegal Centre d’études des sciences et techniques de l’information (CESTI/ UCAD) and the Ecole supérieure de journalisme des métiers de l’Internet et de la communication (EJICOM).
A founding member of the Network of Bloggers of Senegal (RBS), Mountaga was also the Secretary of Communication and Spokesperson of the Association of Publishers and Professionals of the Online Press of Senegal (APPEL), from 2015 to 2019. He is also an Alumni of the International Visitors Leadership Program (IVLP USA 2017). Selected by the U.S. Department of State to participate in the IVLP program (focusing on new and traditional broadcast media) in Washington DC, Annapolis, Boston, Cincinnati and Los Angeles.

Jacob has over 25 years’ experience in the software and hardware development, technology, ICT sector and Defence Sector. He started his career at Siemens Telecommunications (Sietel) in July 1995. In 2000 he moved to Siemens Germany as a product manager for the 1st Commercial Software release of UMTS (today known as 3G). Jacob came back to South Africa in 2004 as a divisional manager to deploy the first 3G network on the Vodacom South Africa network and many other African countries.

In 2007 he moved to Egypt to head NOKIA’s MAGHREB region Radio technical sales team. In this role Jacob was extensively exposed to the North African Arab countries and established valuable relationships in this region. In this role he also had to advice and consult to network operators about new 3GPP standards and upcoming planned releases to enable them to make decisions on their network evolution.

In 2010 before the Egypt Spring Revolution he returned to South African to head the Value-Added Reseller program for Nokia in Africa. This role offered Jacob more exposure to East and West Africa in addition. In 2012 he co-founded North Park Telecoms and occupied the role as Managing Director.

In 2015 North Park Telecoms under the leadership of Jacob was selected to be part of Radar & Electronic Warfare Transformative Enterprise Development (REWTED) Program.

REWTED program is part of the drive by the South African Department of Defense (DoD) to ​  transform the domestic defense sector supply chain by creating a diverse base of Small Micro Medium Enterprises (SMME) able to deliver on highly competitive ICT complex military systems or sub-systems for the South African National Defense Force (SANDF) and the international defense market. In 2020 North Park Telecoms successfully built a communications jammer system (ComJam)s demonstrator.

Jacob is currently a board member of South African Aerospace Maritime Defence Industries Association (AMD) since 2019, board member of the Defence Sector Charter Council (DSCC) since 2021 and a committee member of Tshwane University of Technology the Academic Advisory Sub-Committee for Telecommunication Engineering. He is also an active member of the ICT SMME chamber chairing the end to-end network sub-committee.

Before working with We Say-We Do, Amadou was a Developer Engineer at PCCI DAKAR from 2012 to 2016. He was part of the team of Conception and Development of applications for the needs of production and administrative staff; the Automatization of the daily tasks of production; Optimization of the Call Center platform specific to the PCCI group; and the System administration and databases.

During this period, he travelled the sub-region for the coordination and supervision of installations at the remote sites.

He also worked as an expatriate with PCCI GUINEA CONAKRY for a period of 4 years to design the functional architectures of telephony with MTN & ORANGE GUINEA and coordinated the deployment and integration of information systems.

Amadou is a proven expert in:

  • Implementation of Telephony & CRM Information Systems.
  • Integration of business solutions adapted to needs.
  • Efficient management of CALL CENTER projects (needs, costs, deadlines, risks, …) and their implementation.

Elhadji has more than ten years of experience as a freelancer in offshore IT (web/mobile development and graphic design).
He has developed multiple software packages and websites and was involved in the development of several web platforms including Dobiza, or business products (Ipad apps) of Philip Morris International. Elhadji has developed for Frenchidrone a large networking platform for drone operators in France, with an integrated dematerialization system and a powerful e-learning integrated module (with an integration of Google Storage & Google Transcoder services).
He is an integrator and advanced developer of WordPress with as an example the site of Kirene in which he participated as a theme builder in the last redesign. Elhadji is a trainer in web technologies and graphic design (at IPG). He also worked in the production of puzzle games including “ManaKane” of which he is the author.
Elhadji is also a specialist in m/e-health, most notably he developed the mInfoSanté platform of the Ministry of Health and Social Action of Senegal.

Aminata is a very creative and ambitious entrepreneur.
She worked in the public sector in France where she was a communication assistant at the DIRPJJ (Department of Justice) and then worked as a sanitary inspector at the DDPP (Department of Agriculture).
At the beginning of 2020, she decided to focus on the creation of an African cosmetic company. After having worked on her project with several institutions dedicated to business creation and having exchanged with many professionals in the industry, she decided to move in Senegal in June 2021 to create « Taar Zakweli Cosmetics ». A new company specialized in hair cosmetics production and « kaay book event » which is an event and cultural concept.
Before joining WeSayWeDo, Aminata was also a project manager for a Senegalese communication and events agency.
